Pearl Harbor: fact or fiction?

World War 2 has always been an uncomfortable and emotional subject for me. I am usually struck between the so called "good fight" between "good and evil" and my sympathy and anger to those that have perpetuated the war. And no, I'm not talking about the Japanese that attacked Pearl Harbor(even though I have my separate anger to some in their leadership), but I'm talking about how the then administration of FDR handled their foreign policy with the Japanese provoking them to war.
